The minifig has hair from one of the upcoming Town sets, so it looks like those sets should be more widely available soon!

Ha! I’ve had that panda flyer pinned to my bulletin board for a couple years now; always wanted to make a MOC out of it.
I’ve seen that chairs-for-water technique somewhere before, but I can’t remember where.
