It is unusual for the classic smiley to be used in the sense that no other modern LEGO lines use it, but it isn’t unusual for the modular buildings. All of the figs in the CC line have had the classic face except for Market Street, which was primarily fan-designed and used parts available in LEGO Factory.

No, they’re not, at least not in terms of being new parts. They’re custom-built using parts like these:

The entire column is then rotated 45 degrees and results in a column approximately 3 studs by 3 studs. Quite ingenious, in my opinion.
